I know this was a problem for Lua remap plugins, which Kit provided some
fixes for. For other plugins, I would expect the parsing to be much faster
because the configurations are very short and simple.

How much would be guess that remap plugins repeatedly reading/parsing
the same config files affects typical ATS startup/reload time?
